chore: update formula to v0.1.4, build from Forgejo source archive

- Add Forgejo release workflow with .deb, Homebrew tap and APT updates.
- Remove obsolete GitHub Actions release workflow.
- Update Cargo.toml repository and homepage URLs to git.janvete.com.
